If Shepard wasn’t falling in love with anyone else in the third game, when they met, they could confess how emotionally powerful it was to see her again in Lesuss. The couple met again during Mass effect 3‘s Citadel DLC, as Samara felt compelled to say goodbye. When the Reapers invaded, Shepard and Samara were reunited, assuming that she survived the mission at the monastery that housed her two remaining daughters on Lesuss. After all, she was bound by a strict moral code and was concerned about her own corruption. A Samara who witnessed Shepard commit too many acts of wanton violence would tell them that she did not feel the same connection. However, a Shepard who acted dishonorably throughout the game, making questionable decisions, didn’t pique Samara’s interest at all. However, continually turning down the opportunity to explore something else does not deter a determined Shepard, and they almost conquer it. He almost did, but his will was incredibly strong. Through repeated conversations, Shepard can continue to express interest in hopes that Samara would give up. In his mind, a romantic quest would interfere with this, so he politely rejects Shepard’s advances. Although the code does not prohibit romantic entanglements, Samara professes that it is important for her as an individual to focus on her work and keep the code. When Shepard proclaims a romantic interest in Samara, she is delightfully intrigued, but hides behind the Code of Justicar.
